Construction of a Bike Skills Park at Harvest Fields Community Trails - State College PA

The Nittany Mountain Biking Association is excited by the energy surrounding Phase 2 of the Harvest Fields Community Trails project. There are exciting MTB projects on the radar for our region and we look forward to working with a highly skilled professional trail building team on phase 2 of the HFCT! We appreciate the questions that were received from contractors and our responses are now included in the “v2” of the RFQ (attached). Please use the attached version of the RFQ along with the embedded bid worksheet to submit a formal bid - the worksheet has been simplified.

Project Description: This solicitation is for the planned Phase II of Harvest Fields Community Trails (HFCT). The Nittany Mountain Bike Association (NMBA) is soliciting proposals from professional trail building contractors for construction of a bicycle skills park. The desire is to construct and maintain a bike skills park that will provide a quality experience, free of charge, for visitors long into the future.
The Nittany Mountain Biking Association (NMBA) is seeking a Professional Trail Contractor to furnish all expertise, labor, supervision, services, equipment, tools, licenses, transportation, and incidentals necessary to perform the construction of a bicycle skills park. The park is to be constructed in accordance with the specifications provided (see RFP). Construction of trail tread and attendant features (i.e. puncheons, trail features, and rock armored segments) will be in accordance with the general specifications presented (see RFP). The bicycle skills park footprint and trail layout has been generated by Community Trail Design (CTD). The ultimate goals of the project are to develop a bicycle skills park that provides the highest level of long-term sustainability and high quality experiences.
HFCT is located on ~120-acres of private land in Boalsburg, Centre County, Pennsylvania. Boalsburg is located directly adjacent to the town of State College, the Pennsylvania State University, and Rothrock State Forest. With various types of land cover, a diverse, high-quality trail system was completed in phase I of the project. The proposed location for the phase II bicycle skills park is a 3 ¼ acre site situated on a grassy slope. Historically, this sloping field has been used as a hay source by local farmers and is still cut in the summer months. Today, it is increasingly surrounded by urban development and poised to become a highly visible, attractive recreational space preserving open land for the public's enjoyment.
The open fields offer great opportunities for casual recreation, youth mountain bike events (e.g. PA state NICA events) and skills development (summer camps, local youth MTB practices). The forested portion of the property and the approximately 200’ change in elevation provides opportunities for enthusiast focused trail alternatives. Central Pennsylvania is a popular destination for mountain bikers seeking a large network of highly technical mountain biking terrain. The motivation for this project is to offer flow style mountain biking trails and a bicycle skills park where beginner / intermediate riders can hone the skills necessary to safely enjoy the 100+ miles of much more technical trail located in the adjacent state forests. Goals for the park include creating a connective social space that is playful, safe, progressive in difficulty, and useful for instruction and coaching. As of October 2021, NMBA has raised sufficient funds to solicit bids for the construction of the bicycle skills park and desires to contract with a construction company that can build the facility during spring/summer 2022.
