Project Description: The Thurston Hills Natural Area is a 665 acre park in Springfield, Oregon. The site was acquired by Willamalane Park and Recreation District (WPRD) for the dual purposes of
conserving an outstanding natural area for the community to enjoy, and to provide trail
access for hikers and mountain bikers.

The focus of this project is to construct the first phase of trails in the Thurston Hills Natural
Area. The project is comprised of two trail segments:

1. North Access Trail. The North Access Trail is approximately 2.0 miles long and will
connect a trailhead that is being constructed in summer 2017 to former logging road.
This project site is along Main Street, near the intersection with 75th Street. The specific
address of the trailhead construction is 7575 Main Street. The trail begins at an elevation
of 603’ and climbs to 1069’, for a total elevation gain of 466 feet. It is on a north-facing
slope, and climbs through a mixed Douglas-fir forest with deep soils and very little rock.

topography of the North Access Trail.

All of the design parameters for the North Access Trail have been established by WPRD
and are described in depth in Section 13 (Trail Building Specifications for North Access
Trail) of this Invitation to Bid (ITB), including the general alignment of the trail and the
construction materials. The actual construction of the trail shall be the responsibility of
the Contractor to complete under the contract terms.

2. Spine Trail. The Spine Trail is approximately 0.9 miles long and will connect two former
logging roads. The project site is accessed from the Weyerhaeuser Haul Road, near the
intersection of Bob Straub Parkway and S. 57th Place. The trail begins at an elevation of
1222’ and climbs up and down, eventually ending at 1320’, for a total elevation gain of
98 feet. See Exhibits B-7, B-8, B-9, B-10, and B-11 for more information about the
location and topography of the Spine Trail.

Given the rocky soils, steep terrain, and technical challenges along the alignment of the
Spine Trail, the goals for the Spine Trail differ from the North Access Trail. The goals
under this contract will be for the Contractor to create a “semi-primitive”, 24” wide trail
through finalizing and staking a temporary alignment, clearing vegetation along the
alignment, and implementing trail tread enhancements to allow initial pedestrian access
to the site. Specifications for the Spine Trail are described in Section 14 (Trail
Specifications for the Spine Trail).
