Short Description (25-30 words): The Oregon-California Trails Association, hereinafter OCTA, in cooperation with the National Park Service (NPS) and the Bureau of Land Management Vale District (BLM), is soliciting proposals for Architectural and Engineering (A&E) services for the design of the renovation of a hiking trail and visitor facilities located on the Oregon National Historic Trail (NHT) at or about the Keeney Pass Interpretative Site located in Vale, Malheur County, Oregon (the “Keeney Pass” or the “Pass”).

The requested A&E services will involve the production of construction documents for a redesigned trailhead, one new ADA parking space, one new bus pullout, a bridge that spans the historic NHT swales, a re-routed out-and-back hiking trail, new interpretive trail-side pull-off, and exhibit locations along the trail. A conceptual level plan developed by the NPS and BLM that outlines these site elements and their preferred placement will be provided as a part of this RFP for reference.
