Project Description: The City of Jasper, Georgia (herein referred to as “Client”) is seeking a professional trail builder to provide an experienced trail crew to perform specified mountain bike trail design-build construction on shared-use (bike/hiking/trail running) trails in Doris Wigington Park, a City of Jasper owned and maintained city park utilizing the Trail Master Plan as prepared by Walt Bready of Trails B-Ready, LLC. The City will provide the selected trail builder with coordinate information for the trails as laid out in the Master Plan. It is not the intent of this project to develop trails suitable for electric or gas-powered vehicles.
The selected trail builder will ideally have a minimum of 3 – 5 years of experience working
on similar projects. The work site included in this project is an approximately 61-acre park, bound by Lumber Company Road on the northwest side, Hood Road and Gennett Drive on the north and
east sides, and a residential neighborhood (Arbor Hills Subdivision) on the southwest side.
Please refer to Figure 2.1 on page 7. Between the park and Arbor Hills is a private rail line.
There is a small unnamed perennial stream that drains and bisects the property in a north south
direction beginning just below Lumber Company Road. It exits the park and eventual flows to a tributary of Hinton Creek. This stream contributes to wetland areas and does limit the suitability for trail development within these zones. The site vegetation is characterized by mostly secondary growth pine and hardwood forest with slopes ranging from gentle to steep. Soils are largely of substantial clay or decomposed granite with sufficient drainage and should be very sustainable. Existing trails consist of 2-track access-roads that bisect and crisscross the property. Most of these trails/roads may remain in-place to provide vehicle and emergency access, and some are incorporated into the design where suitable, particularly to take advantage of existing stream crossings. It is the intent of the City to take some sections of gravel pathway out of service upon completion of the project due to extreme slope and erosion concerns.
The primary goal of the new trail system is to accommodate all mountain bike trail users, as well as hikers and trail runners, with a fun, enjoyable trail experience for the whole family, while also providing just enough challenge to attract even the most experienced rider. At this time, there is only one existing mountain bike trail within the vicinity of Jasper – Talking Rock Nature Preserve in nearby Talking Rock, GA, which is designed for a cross-country type riding experience. Doris Wigington Park is ideal for a beginner to intermediate level flowing contour trail of approximately 1.5 miles, and with the addition
of a designated skills development area, pump track, and downhill course, would add experiences and opportunities not found anywhere else in this area.
The skills area, pump track, and downhill course zone are planned for the northwest end of the property, nearest the entrance to the park on Lumber Company Road. There is already a wooden cabana seating area near the parking lot at this entrance, and the City will move additional seating to this area upon completion of these features. The main trail head (TH1) is also proposed for this area. The smaller parking area on Hood Road is proposed to be a secondary trail head (TH2) with direct access to the trail system by a new single-track trail. The larger parking area on Gennett Drive, south of the intersection
with Hood Road, will have access to the trail system by the existing 2-track access road, with a secondary trail head (TH3).
The City currently provides restroom service to the park via a portable restroom unit near the Lumber Company Road entrance to the park. While a more permanent restroom facility may be included within future phases of the park’s development, the City does not intend to construct or have constructed restroom facilities with this project.
