This request for proposal (RFP) is from the Central Oregon Trail Alliance (COTA). COTA is a
non-profit organization whose mission is to develop, protect, and enhance the Central
Oregon mountain bike experience through trail stewardship, advocacy, collaboration, and
education.
This RFP is for the construction of an approximately 2.1-mile advanced (black diamond
rated) trail for mountain bike and adaptive bike use in the Deschutes National Forest
between Sunriver and Bend, Oregon. The trail will be named “Royal Flush” and will connect
the existing Duodenum trail to the Afternoon Delight trail. The U.S. Forest Service (USFS)
has completed the required environmental review and approved the trail corridor as
flagged.
The Contractor will be responsible for (1) trail design and detail flagging of the entire 2.1-
mile trail within the established trail corridor and (2) trail construction to a “ready to ride”
condition of the upper 1.6-mile portion of the trail with the parameters described in
Section 5, Scope of Work.
COTA is primarily a volunteer organization and desires to involve volunteers in
construction of the trail in such a manner that will not interfere with the Contractor’s
ability to safely and efficiently conduct the work. At this time, it is anticipated that
volunteers will construct a piece of the lower section of the trail (approximately 0.5 mile in
length) where the terrain is less variable, while the Contractor will complete the remainder.
The trail is being funded partially by a grant from Travel Oregon with additional funds
provided by COTA. In order to comply with grant requirements, the Contractor must complete all work by
December 1, 2021.
Meeting the schedule requirement will be challenging. It is anticipated that restrictions on
machine use due to fire danger will be in place through much of the summer of 2021.
Snowfall and freezing temperatures occur as early as October, although trail work typically
continues through fall with minimal disruption due to snow and freezing temperatures. To
meet the schedule, Contractors should be prepared to mobilize promptly once fire
restrictions are lifted in the fall of 2021 and be prepared for periods of winter-like
conditions.
The schedule is as follows:

● Proposals due: July 30, 2021
● Award: August 20, 2021
● Trail Design Complete: October 15, 2021
● Trail Construction: October-November (exact timing will be weather and fire
restriction dependent)
● All Construction and other Contract Requirements Complete: December 1, 2021
