Scope Item Definition
Construct the trail tread based on the approved trail design, corridor and/or alignment, and construction specifications through excavation, bench construction, shaping, grading, compaction, surfacing, finishwork, and management of excavated materials.
Trail tread may be constructed using hand tools, mechanized equipment, or a combination of methods depending on terrain, soils, trail type and intended use, access, environmental constraints, and project specifications.
Trail tread construction is closely integrated with other construction scope items, including drainage and water management, tread hardening and surfacing, trail structures, specialty trail features, and site restoration. These components may be constructed as part of the overall trail construction process even when they are separately defined or priced within the contract.
When / Where It Applies
Trail tread construction is a primary construction activity for new trails and may also apply to trail reconstruction, reroutes, and substantial rehabilitation projects.
Tread construction is informed by and builds upon the trail planning and design process, but the level of design completed before construction may vary. Depending on the project and delivery approach, the contractor may:
Construct a defined field-designed alignment.
Field-fit the trail within an approved corridor, connecting identified control points or other fixed locations.
Provide both design and construction services through a design-build approach, developing or refining the trail alignment and other design details as part of the construction contract.
Where field-fit or design-build construction is part of the project, the specific alignment and construction details may be developed or adjusted in the field in response to terrain, soils, rock, drainage, vegetation, and other site conditions while remaining consistent with the approved planning framework, corridor, required control points, design intent, construction specifications, permit requirements, and other project constraints.
Scope Considerations
Depending on the project, the scope should consider and clearly define:
Approved trail corridor and/or alignment, including any identified control points, crossings, connections, structures, or other fixed locations.
Where field-fit construction is allowed within the approved corridor and the contractor's authority to locate or adjust the trail between control points or other fixed locations.
Trail type, intended use, intended trail experience, and applicable construction specifications.
Tread width, grade, cross-slope/outslope, and other required tread dimensions or tolerances.
Type of tread construction, such as full-bench or raised tread, where specified.
Expected excavation, grading, shaping, compaction, and finishwork.
Surfacing requirements, including where surfacing is included as part of tread construction or separately defined and priced.
Treatment of backslope, fillslope, and transitions to surrounding terrain.
Requirements for roots, rocks, protrusions, obstacles, and other features within or adjacent to the tread.
Excavated material and spoil management, including where material may be placed, dispersed, reused, stockpiled, or removed.
Construction methods, access, equipment restrictions, staging, and other constraints that may affect crews, material movement, or productivity.
Protection of vegetation, soils, waterways, cultural resources, and other resources adjacent to the construction area.
Timing, seasonal, permit, BMP, and resource-protection requirements that affect how, where, or when construction may occur.
Integration with other construction scope items—including drainage and water management, tread hardening and surfacing, trail structures, specialty trail features, and site restoration—and whether those components are included in the tread price or separately quantified and priced.
Whether a pre-bid site visit should be required or strongly encouraged, particularly where terrain, rock, soils, access, or other conditions are difficult to adequately communicate through plans, photographs, or other solicitation materials.
Owner-Provided Information
The owner should provide the following, if available and applicable:
Approved planning and design documents, including the trail corridor and/or alignment and associated maps, GIS data, plans, or field markings.
Identified control points, crossings, connections, structures, or other fixed locations that must be incorporated into the constructed trail.
Trail construction drawings and specifications.
Trail type, intended use, intended trail experience, and applicable design criteria.
Required tread dimensions, grades, cross-slopes, materials, compaction, surfacing, and finish requirements.
Known terrain, soil, rock, drainage, or other conditions likely to affect construction.
Known locations or anticipated quantities of drainage features, hardened or armored tread, structures, specialty features, surfacing, or other construction elements.
Applicable permits, environmental approvals, mitigation measures, and seasonal or timing restrictions.
Required construction BMPs, resource-protection measures, and restrictions on construction activities, including limitations on stream or wetland crossings, equipment access, work near sensitive resources, or other activities that may affect construction methods or sequencing.
Access routes, equipment restrictions, staging areas, and material-storage limitations.
Available site photographs, videos, surveys, or other documentation of existing conditions.
Construction Specifications + Field Decision-Making
The solicitation should clearly identify which elements are established through the planning and design process and which may be determined or adjusted during construction.
Where field-fit construction or field adjustments are allowed, the scope should define the applicable parameters—such as the approved corridor, required control points, design intent, construction specifications, permit requirements, and other project constraints—and identify when owner or designer approval is required.
This allows the contractor to respond appropriately to field conditions that may not be fully known in advance, such as rock, soils, drainage, roots, vegetation, and other site conditions.
Completed Work / Deliverables
Depending on the scope, completed work may include:
Trail tread constructed consistent with the approved design, corridor and/or alignment, including authorized field-fit adjustments.
Required control points, crossings, connections, and other fixed locations incorporated into the constructed trail.
Tread constructed to the required width, grade, cross-slope, and other applicable specifications.
Excavation, bench construction, shaping, grading, compaction, surfacing, and finishwork completed as specified.
Backslopes, fillslopes, and transitions shaped and stabilized as required.
Excavated materials and spoil appropriately reused, dispersed, stockpiled, or removed.
Related drainage, hardening, structures, specialty features, and other work completed where included within the tread construction scope.
Disturbance contained within applicable construction limits.
Adjacent resources protected during construction.
Construction areas left stable and ready for associated construction and restoration work.
Quality Assurance + Acceptance
The solicitation should define how completed trail tread will be evaluated and accepted, including consistency with the approved design, corridor and/or alignment, required control points, and applicable specifications for tread width, grade, cross-slope, compaction, surfacing, finish, and other required characteristics.
Quality assurance should focus on whether the completed trail meets the project's design intent, specifications, and intended performance, while recognizing authorized field-fit decisions and the site-specific nature of trail construction.
Where work is measured for payment by trail length or other quantities, completed quantities should be documented and verified as specified in the contract.
Pricing & Payment Considerations
Trail tread construction may be priced independently or together with other construction activities, depending on the project and bid structure. Common approaches include:
Priced by linear foot, mile, or other unit of completed trail, with payment based on verified quantities completed during the billing period.
Included within an overall lump-sum construction price.
Priced using different unit rates for defined construction conditions or levels of difficulty.
Priced by crew or contractor day rate where work is difficult to quantify and appropriate oversight or contractor trust is established.
Priced on a time-and-materials basis where conditions or quantities cannot reasonably be determined in advance.
For unit-priced work, the solicitation should define how completed quantities will be measured and verified for payment. For example, linear-foot trail construction may be measured periodically using a measuring wheel, with weekly or other regular measurement reports used to document progress and support invoicing.
The solicitation should also clearly identify what is included in the trail tread unit price. Drainage features, surfacing, sections of tread hardening or armoring, structures, specialty features, and other construction components may be included within the trail construction unit price or separately quantified and priced.
Common Scope & Contracting Issues
Providing insufficient information about the trail design, corridor and/or alignment, specifications, quantities, or expected level of construction.
Not clearly identifying required control points, fixed locations, or other design constraints.
Not defining whether the contractor is expected to follow a defined alignment, field-fit the trail within an approved corridor, or provide design-build services, and how field changes will be approved.
Assuming site conditions are consistent throughout the project when terrain, soils, rock, vegetation, or access vary substantially.
Specifying construction methods or equipment unnecessarily rather than defining the required finished product and applicable constraints.
Not clearly defining whether drainage, surfacing, tread hardening or armoring, structures, specialty features, restoration, and other work are included in the tread construction price or separately priced.
Not defining how excavated material, spoil, rocks, roots, or other materials should be managed.
Not providing an opportunity for contractors to evaluate site conditions before bidding where conditions may substantially affect the level of effort.
Not considering construction timing, permit requirements, BMPs, or resource-protection measures that may affect construction methods, access, sequencing, or productivity.
Not establishing how significant differences between anticipated and actual construction conditions will be addressed and priced.
Using trail length alone to describe or compare work where construction difficulty varies significantly along the project.
