Background and Statement of Work: The Summer of Trails is a collaborative effort to improve trails on National Forests and Grasslands. Summer of Trails on the Huron-Manistee National Forests involves design, construction, and restoration activities on a developing Trail Class 3 non-motorized trail. The designed and primary managed use of the Wildcat Trail is mountain bike. The project includes approximately 15 miles of new trail construction, 11 miles of repurposing a decommissioned equestrian trail for mountain bike use and restoration of both decommissioned equestrian and user created trails in the project area.  

Information Requested
If interested in this project, please provide a bid for the above statement of work by providing approach, work experience, and cost. Please also include your capacity for this project and efficiency in design/build trail work, construction and restoration projects in the past, if any. 

This is a request for proposals only and quotations furnished are not offers. This request does not commit the National Forest Foundation to pay any costs incurred in the preparation of submission of the quotation or to contract for supplies or services.

General Specifications
(a) Description of Work – This Request for Proposals is for restoration services related to the Summer of Trails – Wildcat Mountain Trail Project, including the following:

1. Designing, constructing, and restoring, including all required tread materials, lumber, hardware, and signs as shown on the Plans (Attachment A: Wildcat Trail Redevelopment Plan) and in accordance with the specifications (Attachment B: Trail Class 3 Bicycle Design Parameters). 

2. Furnish all labor, materials, equipment, tools, supplies, supervision, transportation, and all incidentals necessary to perform all of the work required as shown on the Drawings and Specifications (Attachments A and B) and in acceptable conformity with the lines, grades, design, and dimensions shown in the project site plans. 

3. This work shall be completed in accordance with specification C-5.3 and for trail maintenance provided in STANDARD SPECIFICATIONS FOR CONSTRUCTION AND MAINTENANCE OF TRAILS and/or STANDARD SPECIFICATIONS FOR CONSTRUCTION OF TRAILS AND TRAIL BRIDGES ON FOREST SERVICE PROJECTS.

The Contractor shall identify which efforts and materials they can supply in terms of materials, labor, equipment, supplies, supervision, quality control, and incidentals required to complete the work described. The Contractor shall perform all work in a safe and conscientious manner. 

(b) Project Location- This project is located on the Huron Shores Ranger District in Iosco County near Oscoda, MI. See the maps (Attachment C: Location Map – See Wildcat Trail Redevelopment Plan) for exact location. 

(c) Work Schedule- Duration of construction will be 60 days. It is estimated that the work will start on/around October 15, 2022. The start date will be coordinated with NFF and the U.S. Forest Service and depend upon suitable weather conditions. Work should be completed by December 31, 2022. 

(d) COR - (h) During project implementation U.S. Forest Service personnel will serve as technical expert, COR, and inspector, at which time their contact information will be provided to the winning bidder.

Contactor shall price work according to the schedule below. Prevailing wages are required per conditions of funding sources.

Other Project Requirements and Specifications 
(a) Utilities –In many locations there will be no or limited sanitation, water, electrical or housing services available. The Contractor shall make its own arrangements for temporary facilities if needed. 

(b) Specifications – Project work shall be accomplished in accordance with the following:
• The Contractor shall furnish all labor, equipment, and materials necessary for performance of the work task order for identifying and marking routes to the new trail segment and for the existing (decommissioned equestrian trail segment. 

Contractor Qualifications 
Provide an implementation approach with timeline, experience with references and cost. 
(a) References – Please provide three references. 

(b) Past Experience – Please also provide a brief explanation of previous work experience with land management agencies. 

Insurance Requirements
Upon selection of the winning bid, chosen contractor will be asked to affirm that it has and shall maintain State minimum workers’ compensation insurance coverage for its employees, if any. The selected contractor shall also maintain broad form general liability, property damage, and automotive liability insurance in the minimum amount of $1,000,000 for bodily injury, death, or damage to property of any person and $2,000,000 for bodily injury, death, or damage to property of more than one person. The Contractor shall name NFF an Additional Named Insured and provide NFF with documentation evidencing such coverages.

Bid Submission
Bid packages must include: 

• Implementation approach and capacity to complete these projects within the proposed timeline 

• A minimum of three examples of past work with similar scope, scale, and complexity which were 
successfully completed within the last five years 

• References with contact information for the past work examples provided

Contractor Selection Process
The NFF will use the Evaluation Factors below to review each submitted bid. Based on the outcomes of that selection process, the NFF will notify successful and unsuccessful bidders by October 8, 2022, and will prepare a separate contract document.
