Project Description: The Sonoma County Regional Parks Department is seeking the qualification of general contractors with significant backcountry trail construction experience for the construction of backcountry trails at several parks across Sonoma County. Only qualified licensed contractors will be eligible to submit a bid for these construction projects.

The Work consists of backcountry trail construction in Regional Parks throughout Sonoma County, in various climate conditions, possible access and environmental sensitivity constraints, on varied and rugged terrain. Conditions are as diverse as each park within the County. The Work will be bid in separate projects, but the totality of the work includes up to forty (40) miles of backcountry trail over the next 3 years.

General backcountry trail construction design includes, but is not limited to un-surfaced 2’-8’ wide trail, full bench cut, out-sloped, with a running tread 112%, work may include switch backs, retaining walls (rock, sutter, masonry, geo-grid, etc.), armored dip or ford, turnpikes, log or rock barriers, spoils end-haul, puncheon, etc. The current construction estimate for the project scope of work through September 31, 2021 is approximately $4,000,000 – 6,000,000. Regional Parks may contract trail construction work for projects for less than $50,000 to $1,000,000 or greater.

Notice is hereby given that the COUNTY OF SONOMA, STATE OF CALIFORNIA will accept Preliminary Statement of Qualifications (PSOQ) from licensed contractors for the construction of Sonoma County Regional Park Backcountry Trails. Statement of Qualifications that have been approved will be good for three (3) years from the date of the Regional Parks approval letter. Regional Parks Backcountry Trail Project List:

o Shiloh Ranch
o Sonoma Valley
o Taylor Mountain

B. The Sonoma County Regional Parks Department will accept Preliminary Statement of Qualifications until 2: 00 p.m.on Thursday, April 18, 2019:
o Delivered to 2300 County Center Drive, Suite A-220,Santa Rosa, CA 95403, or
o Submitted electronically through the Sonoma County Supplier Portal at: http:// sonomacounty.ca.gov/General-Services/Purchasing/Doing-Business-with-the-County/Supplier-Portal/
C. County will notify, in writing, prospective Bidders within thirty (30) calendar days after receipt of the PSOQ if Bidder’s qualification information as submitted would meet applicable County Bidder qualification standards. Contractor is solely responsible for all costs incurred in preparing its response. The County of Sonoma will provide no compensation for these costs.
D. A copy of the Request for Preliminary Statement of Qualifications can be obtained by downloading via the Sonoma County Supplier Portal located at http://sonomacounty.ca.gov/General-Services/Purchasing/Doing-Businesswith-the-County/Supplier-Portal/. Registration is required in order to review and bid on County Business Opportunities, and to receive emailed bid alerts and addenda. Questions can be submitted until March 29, 2019 via email to the Project Manager, Karen Davis-Brown, at Sonoma County Regional Parks: karen.davis-brown@sonoma-county.org. Questions will be answered via addendum by April 10, 2019.construction projects.
F. CONTRACTOR LICENSE: Firms submitting a Statement of Qualifications must have valid California State Contractor’s License, type A, C12, C61, or D64.
G. OWNER’S RIGHTS RESERVED: The County reserves the right to reject any and all Preliminary Statements of Qualifications and waive any informalities or irregularities in the request for Preliminary Statement of Qualifications.
