Project Description: The Work of this Project includes the following general elements:

• The project’s scope of work includes the construction of new shared use natural surface trail within City of Charleston Louden Heights Neighborhood of approximately +/- 65 acres of wooded land. The combined total of proposed trail is approximately 18,200 LF (3.40 mi). The new trails will be classified as “Easiest / Amended, Easiest, and More Difficult according to the International Mountain Biking Association (IMBA) Trail Difficulty Rating System. In addition to the new trails, the project also includes, rock armoring, natural rock retaining walls, switch back turns, and open bottom arch culverts. 
• All Trail work shall be completed according to the specifications contained in the June 2018 IMBA Guidelines for a Quality Trail Experience and the 2007 edition of the USDA Trail Construction and Maintenance Notebook.
• Contractor shall limit to disturbance to a maximum of 5’ from edge of trail.
• All other improvements as identified in the plans and specifications.

A Mandatory pre-bid meeting will be held on, November 29th, 2022, at 10:00 am from the AV Room located on the 3rd Floor of the Charleston City Hall located at 501 Virginia Street East, Charleston, West Virginia 25301. All prime bidders are required to attend the pre-bid meeting either in person or via teleconference (call-in information provided below) to familiarize themselves with the project location, site conditions, and other relevant information. A site visit / walkthrough with the OWNER will be held immediately after the mandatory pre-bid meeting for those wishing to familiarize themselves with the site.

All technical questions should be submitted to the City’s Bid Express Portal by 5:00 pm December 6th, 2022. Direct Phone calls to the City or their representative is prohibited. Answers to technical questions and associated addenda will be issued no later than 5:00 pm December 9th, 2022.

After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner. A notice of award will be made public within 2 weeks of the bid opening. Bids are being solicited for all the work on the project.  

A certified check or a satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia in an amount equal to ten percent (5%) of the total bid must be submitted with each bid. The successful Bidder will be required to execute a contract and provide a Performance and a Labor and Material Payment Bond for 100% of the contract sum within 10 days of the contract award. All General Contractors shall include their license number in the space provided on the Bid Form and be licensed in the State of WV prior to submitting a bid in accordance Chapter 21, Article 11, of the WV Code.

After the scheduled closing time for receipt of Bids, no Bid may be withdrawn for a period of 90 days.
