RFP 17‐04, Kessler Mountain Trail Improvements
The City of Fayetteville, Arkansas, is requesting sealed proposals from qualified, experienced, and licensed trail design and construction professionals interested in providing approximately 3.4 miles of new trail layout and construction, kiosk and signage design and installation, and existing trail repairs as specified in the Kessler Mountain Master Trails Plan, at Kessler Mountain Regional Park in southwest Fayetteville.
To be considered, sealed proposals shall be received at the City Administration Building, City Hall, Purchasing – Room 306, 113 West Mountain, Fayetteville, Arkansas, before Thursday March 09, 2017 at 2:00:00 PM, local time. No late submittals shall be accepted.
A non‐mandatory pre‐proposal meeting will be held on Friday February 24, at 10.00 AM on site at Kessler Mountain Regional Park. All interested parties are encouraged to attend.
Forms & addendums can be obtained by requesting information from Les McGaugh, Purchasing Agent at lmcgaugh@fayetteville‐ar.gov or (479) 575‐8220. Project updates will be posted on the City’s web site at www.fayetteville‐ar.gov. All questions regarding the process should be directed to Les McGaugh.
All interested parties shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the project is located. All proposers shall have a current valid contractor’s license from the Arkansas Contractor’s Licensing Board at time of submittal and through the completion of the project. In addition, qualifications require that proposers shall be current members of the Professional Trailbuilders Association (PTBA), or have comparable and demonstrated experience matching PTBA criteria for new members. Notice is brought to the attention of all interested parties that Arkansas Department of Labor Wage rates do not apply to this project.
Each proposal shall be accompanied by a certified check from a bank doing business in the State of Arkansas or a corporate bid bond in an amount not less than five (5) percent of the amount bid. A one hundred percent (100%) performance and payment bond is required within 10 calendar days after contract award and shall be file marked by the Washington County Circuit Clerk’s Office upon receipt to the City.
Pursuant to Arkansas Code Annotated §22‐9‐203 The City of Fayetteville encourages all qualified small, minority and women business enterprises to bid on and receive contracts for goods, services, and construction. Also, City of Fayetteville encourages all general contractors to subcontract portions of their contract to qualified small, minority and women business enterprises.
The City of Fayetteville reserves the right to reject any or all Proposals and to waive irregularities therein, and all parties agree that such rejection shall be without liability on the part of the City of Fayetteville for any damage or claim brought by any interested party because of such rejections, nor shall any interested party seek any recourse of any kind against the City of Fayetteville because of such rejections. The filing of any Statement in response to this invitation shall constitute an agreement of the interested party to these conditions.
